A. PERSONNEL & OPERATIONS COMMITTEE (See Policy Directory I.B., Committees)


B. HIRING COMMISSION (see also section IV. Hiring)
The Hiring Commission shall consist of the Commission Chair and whoever has attended a BSC Hiring Commission training session. Hiring Commission members shall serve a term of one (1) semester or until a new Commission is appointed. Commission members should be persons experienced in BSC personnel and hiring matters, in¬cluding, but not limited to, past and present members of the Personnel & Operations Commit¬tee and former BSC executives.

  1. No Central Level Member, Regular, or Temporary Employee, with the exception of Workshift Employees, may serve on Hiring Commission.
  2. The Hiring Commission Chair shall be hired by the Hiring Commission. For the Hiring Commission Chair hiring, commissioners will be chosen randomly until quorum can be attained (see below). This is a one-year Member Employee position.
  3. Quorum of the Hiring Commission
    a. For the Hiring Commission Chair hiring, quorum shall be five members not including the presiding Chair
    b. For all other member employee hirings, quorum shall be three members not including he Chair.
    c. For all regular staff hirings, quorum shall be four not including the Chair.
    d. If a quorum cannot be obtained and immediate action is required, the President, a Vice President, and a Commission member may constitute a quorum and act in place of the Commission. The President shall serve as the Chair, completing all the functions of the job.
  4. The President, a Vice President, and any other member trained in BSC hiring procedures shall have the right to sit in as non-voting members on all Hiring Commission proceedings. The Manager and/or Department Supervisor of the position being hired for shall sit as non-voting members of Hiring Commission proceedings. The Coordinator for Outreach Diversity & Anti-Discrimination must sit in on all Hiring Commission proceedings as a non-voting member.
  5. The Coordinator for Outreach Diversity & Anti-Discrimination shall advise the Commission on Affirmative Action policies, observe, and keep complete, accurate, and confidential records of hirings to be used only by the Personnel Appeals Committee in the event of an appeal. If the Coordinator for Outreach Diversity & Anti-Discrimination is up for rehiring, a qualified member, as determined by the Member Services Manager and Hiring Commission Chair, or the Operations Manager shall fill the Coordinator for Outreach Diversity & Anti-Discrimination’s role.
  6. Hiring Commission shall base its hiring decisions on the qualifications of applicants, BSC hiring preferences, the job description of the position being hired for, and relevant Board policies.
  7. Each member of HiCom shall receive the workshift rate (with at least 1/2 hour credit) for time served per successful hiring.
  8. The President and the Hiring Commission Chair may remove a member(s) of Hiring Commission for conflict of interest (analogous to the removal procedure for Personnel Appeals Committee, PerCode section XIII.C.3). This in¬cludes both voting and non-voting members.
  9. A maximum of two members of one house of the pool of Hiring Commission-trained members may attend any one hiring.
  10. A simple majority of Hiring Commission may remove a member (voting or non-voting) from a hiring for conflict of interest (as in PerCode section XIII.C.3).
  11. The HiCom chair will train house managers and coordinate with the CODA and Recruitment Coordinator


C. PERSONNEL APPEALS COMMITTEE
(see section VII. Appeals and Grievance Procedure)

  1. The Personnel Appeals Committee shall be composed of the Vice President of Internal Affairs as the voting chair, and four members drawn by lot by the President in the manner specified below. The Personnel Appeals Committee shall be announced to the Board of Directors at the second Board meeting of each semester, and shall serve until a new Personnel Appeals Committee is formed.
    1. At the beginning of each semester, the President shall create by lot an ordered list of persons to serve on Personnel Appeals Committee from those members of the Board of Directors and other BSC members interested in serving on Personnel Appeals Committee. The first three persons on the list shall serve as three of the members of Personnel Appeals Committee. Replacements for these three persons shall be taken in order from this list, as needed.
    2. The Employee’s Association shall select one member to serve on Personnel Appeals Committee.
    3. No member of the Hiring Commission shall be allowed to serve on Personnel Appeals Committee. Additionally, no Member, Regular, or Temporary Employee, with the exception of Workshift Employees and the Employee Association member, shall be allowed to serve on Personnel Appeals Committee.
  2. If the Vice President of Internal Affairs declines to chair a Personnel Appeals Committee for any of the reasons listed under XIII.C.3., his/her spot on the Committee will be filled by drawing another name by lot from the list in section XIII.C.1. If the Vice President of Internal Affairs declines to chair, the President shall be responsible for setting up the first meeting of Personnel Appeals Committee.
  3. A person on Personnel Appeals Committee may not serve on an appeal if:
    1. S/he declines to do so for any reason.
    2. S/he was otherwise involved in the matter being appealed (e.g. an applicant for the job in a hiring appeal).
    3. The Chair of the Personnel Appeals Committee and the President have reason to believe s/he may not be able to serve in a purely objective manner.
    4. S/he is the Chair of the Personnel Appeals Committee and the President decides s/he may be unable to serve in a purely objective manner.
    5. S/he is unable to be reached by the Personnel Appeals Committee Chair in time for Personnel Appeals Committee to commence consideration of the appeal.
    6. Removal of members per this section shall be considered unusual and extraordinary. Replacements are subject to the requirements of this section.
  4. If the Vice President of Internal Affairs is replaced, Personnel Appeals Committee shall designate one of themselves to be Chair. The quorum for Personnel Appeals Committee shall be three members.
